SOCAR Downstream is a management division of the State Oil Company of the Republic of Azerbaijan (SOCAR) dedicated to modernizing the Heydar Aliyev Oil Refinery (HAOR). The company is focused on upgrading the refinery to increase its capacity and meet Euro 5 environmental standards, ensuring eco-friendly operations. HAOR processes around 15 different petroleum products, including gasoline, diesel, jet fuel, coke, asphalt, and lubricants, fulfilling Azerbaijan�s domestic demand and exporting over 40% of its output.

The core activities of SOCAR Downstream include managing the installation of new process units, revamping existing ones, and developing necessary utilities and infrastructure. The company is also committed to enhancing operational efficiency and modernizing management practices through an Operational Excellence Program, which is supported by international consultants.
